The reason why we in America made prositution illegal is not because of morality, as the Europeans apparently suspected, but because it attracts the worst scum, and making it illegal opens up those scum to additional means to shut them down.
Of course this was all before letting foreigners in, but presumably it applies even to turd worlders.
