Bush and racial profiling

Steve Sailer points out that in October 2000 George W. Bush came out against profiling Arab and Muslim airline passengers as potential terrorists and said that he would abolish such practices as president - which he did. I wonder if the 9/11 Islamic terrorist attacks could have been prevented if the government had continued to see Arab and Muslims airline passengers as potential terrorists?
